Valin / Trim Traffic Lights

Dec 18 -

Intersection complete and traffic lights operational!

Dec 3-

Bad weather throughout the fall has had a major impact on the completion of this intersection.  City of Ottawa reported this intersection
would be completed end of November, however the continued bad weather last week also had an impact on that date.

November 4-

Work still in progress.  Little activity in the past 2 weeks - city update has been requested.

October 14-

Work is in progress.  Lane widening, light installation and hydro service relocation under construction.

September 23-

The expansion and creation of turning lanes, to include traffic lights, at the corner of Valin and Trim Rd are currently under construction.  It is expected that this intersection will be fully functional by the end of October 2006.

There was a delay due to the relocation of a underground natural gas main line.  This issue has been resolved and the construction of turn lanes has commenced.

For further information on this intersection, please contact Paul Jordan, Infrastructure Services, City of Ottawa.

Springridge Tree Planting

November 5 -

CCCA Receives City of Ottawa $20,000 Tree Planting Grant

On Saturday October 28th, CCCA volunteers (Bruce Hollands, Jason Storm, Mike Bush, Dan Boehner, Thomas Marrocco, Perry Mazucca and Sean Crossan), Rupert Landscaping Inc. owner Dave Pritchard and Mayor Bob Chiarelli assisted in the planting of 90 trees along the pedestrian pathway adjacent to the ravine in the Springridge subdivision.

Springridge Tree Planting

Despite the rainy weather, the CCCA persevered and was successful in planting these trees as part of a City of Ottawa Community Partnership Program.    Over the coming years, our association will be pursuing other tree grant programs from different levels of government to replace the natural vegetation that was destroyed as a result of large scale development.  Tree planting programs are an excellent way to enhance the beauty of our natural environment and increase the amount of clean air in our communities.

The CCCA would like to extend a special thank you to Bruce Hollands for making this activity a success. Great work Bruce.

CCCA Mayoral Debate a Success!

October 20-

A Mayoral Debate, hosted by the Cardinal Creek Community Association, was held on Thursday evening in the Orleans Theatre at 255 Centrum Blvd.  Turn out for the event filled the theatre beyond capacity (more than 225) and included coverage from CJOH, A-Channel, CBC, Le Droit, Ottawa Citizen, Orleans Online and other news organizations.

The debate offered Orleans residents an opportunity to hear from the mayoral candidates about issues that matter most to the east-end.  The candidates were asked five pre-determined questions, and then the audience was invited to ask their own.  For a recap of the event, please check out Fred Sherwin's coverage in Orleans Online - Mayoral candidates tee off over east end, light rail

The Cardinal Creek Community Association would like to thank the candidates for their participation, the media for their coverage of the event, members of the association who helped organize the event and Centre Ice Restaurant for their sponsorship.

Please remember to get out and VOTE on November 13!

Welcome Back!!
A message from the CCCA President

September 2 -

Hello/Bonjour Team Cardinal Creek:

Welcome back from your summer holidays!! The kids are back to school and the Cardinal Creek Community Association (CCCA) has another exciting year ahead. We are posting much of this information on our website at CardinalCreek.org.

In this email, we have addressed the following three issues:
- So what has our association accomplished (highlights)?
- What are some of the issues we are currently working on? and,
- What are our association's  (CCCA) plans for 2006-07?

Please note that we will not be hosting a meeting on Thursday, September 7th as the Cardinal Creek Community Association's Board of Directors has unanimously voted to endorse Bob Monette as our Ward 1 Regional Councillor. We will be attending Bob's kick off campaign at the Queenswood Heights Community Centre on September 7th at 7:30 p.m. We encourage you all to come out and support the man (and his team) who have been tirelessly working to get things done in our community. Note: 90% of Cardinal Creek is in Ward 1.

So what has our association accomplished (highlights), with the assistance of Bob Monette and others, in a short period of time? We have been successful in the following areas:

1. Reduced the speed limit to 60 km/hr on urban Trim Road - June 1, 2006; Thank you Orleans Presidents Council.
2. Held successful Clean the Ravine (April 2006) and first annual Garage Sale events (June 3, 2006)
3. Advanced park development for Valin Park, Pine Vista, Park 18-B and Springridge and Caprihani Trail Heads - the old barn has been removed along with the "pile of glory" - July 31, 2006
4. Sidewalks in Oakridge Morraine subdivision so kids can walk to school more safely
5. Approval and funding for traffic lights at Valin and Trim - these traffic lights should be in by the end of September 2006, if they can fix the gas pipe problem in a timely fashion
6.  Approval and funding for the "Lathrop Lane sidewalk" (east side of Trim Road) from Springridge north to Watters Road East - will be built this fall
7. Encouraging builders (Ashcroft, Richcraft and Braebury) to advance completion of public works (e.g., paving, sidewalks, landscaping, street lights, park development and pathways) especially considering we have more than 1,200 new homes.
8. Assisted in the building of the Kiwanis Park Playstructure at Millenium Sports Park - some of our directors spent 2 full days building this community play structure.
9. Working with the community to limit the negative effects of the proposed gas bar and car wash - corner of Trim and Innis
10. Incorporated as a not-for-profit corporation - June 2006 - many thanks to the Sicotte and Associates Legal Firm and special thank you to Frederic Huard.

What are some of the issues we are currently working on?

- Moving the groomed Regional Carleton Snowmobile Trail to the east side of Cardinal Creek and out of the urban area;
- Getting the traffic lights installed at Valin and Trim so that kids can cross safely to Maple Ridge Elementary School;
- Phased development of Trim Road Re-alignment - Its time for the City to enhance Trim Road from Hwy 174 to the Hydro Lines (just past    Portobello Blvd) - Where is the budget allotment?
- Ice rink at Cassia Park for winter 2007 plus City Insurance Coverage
- Development of Parks 18-B, Valin and Pine Vista Parks so our kids have a place to play and be healthy;
- Orleans Recreational Trail and Pathway Plan - Team-Ottawa Orleans is the lead.
- Fund Raising for the CCCA

What are our association's  (CCCA) plans for 2006-07?

Please see the Community Event Calendar (above)

We look forward to your continued support, assistance and interest in 2006-07. Together we will continue to enhance the quality of life in our community.

Regards,

Parks and Recreation Update - Aug 2006

August 18 -

The City of Ottawa has provided an updated status regarding all current Parks and Recreation activities.

The following was provided by the City of Ottawa:
CCCA Park Status - Aug 2006 Update [PDF]

Valin Park - Public Consultation

July 25 -

Louise Cerveny from the City of Ottawa, held a Public Consultation session on Tuesday July 25th at the Fallingbrook South Community Centre.  This meeting was to gain public input into Valin Park to be built off Valin St in the Oak Ridge Gates / East Village area.

There was an excellent turn-out at this meeting (greater than 75 residents attended) and voting took place to confirm the use of the park (Passive vs. Active - therefore a playground not sports field) and to establish the type and location of various park features.

It was confirmed that this park will continue to be a passive park and consist of play structures for younger and older children, pathways and park benches.  The play structures will be located closer to Valin than near the rear of the park as to avoid creating a congregation area for older youth at night.  The play area will be fenced off from Valin to protect the children playing on the play structures and nearby.

There will be a dry pond which is required as a storm water management feature of the area.  This dry pond will result in a 2m ridge around the dry pond that will contain water overflow in the event of "a 100 year storm".  The dry pond will take up a large part of the park measuring approximately 45m x 65m.

This dry pond area will allow for summer activities such as Frisbee, Ultimate, or soccer.  And during the winter it will support an area to build a flooded skating area for children.

Louise, who is the Project Manager and Landscape Architect for this project, has promised that she will provide a rough draft sketch of the plans for the park as soon as they become available.  Please check back as they will be posted here once they are provided.

There will also be another Public Consultation to help decide the exact play structures to be procured.  This is expected to be this fall.

The agenda and information which was handed out at the meeting on July 25 is available here as well as a rough picture of the park.

Park 18B Update
June 29 -

The Cardinal Creek Community Association has been very active working with the City to advance the plan to provide additional park land for the community.  After much petitioning and pressuring various departments and levels of local government, we finally have a commitment that Park 18B will be added to the project plan and work on the park will commence later this year.

Some history - Park 18A, which is bordered by Cardinal Creek and the future Frank Kenny extension running the length of East Village, and Park 18B, which is the large park bordered by Spring Ridge on the north and the Hydro corridor on the south, were both planned around the Trim Road re-alignment project.  When the CCCA heard from the city that this project was likely not going to be started until 2013, it became clear we needed to take action to advance the development of one of these parks.  While the city maintained that the Trim Road re-alignment was required to bring services into these park areas, the community association brought the Mayor, Councillor Monette and various senior members of city departments out to view the site.  It was agreed that something could be done to provide the community with a park much sooner than 2013.

The following letter was received from Aaron Burry, Director of Parks and Recreation on June 29:

From: Burry, Aaron
Sent: Thursday, June 29, 2006 2:13 PM
To: Sean Crossan
Subject: FW: P&R Follow-up and Action on Park 18B and Valin Park - Cardinal Creek Community

Dear Mr. Crossan,

As per my telephone message I can provide the following comments to your further e-mail of June 19, 2006. My e-mail of June 6, 2006, included below, outlined the actions that Parks and Recreation is taking during this construction season with respect to park 18-B and Valin Park.  As with other park construction during a busy season, time frames vary based on weather, contractor scheduling and unplanned events. There are also certain times of the year which make seeding and grading activities optimal (typically the fall) and staff are working with the developer and contractors around these timeframes. My staff are making the required site visits related to the parks projects as well as this newly added project for 18-B.

To reiterate from my June 6 e-mail, the City will require the developer to complete, or Parks and Recreation will advance funds to grade and seed 18-B prior to the end of the fall season 2006 to ensure optimal seeding results. This will return the area to a natural state. Parks and Recreation staff are working with the developer to ensure work planned for cleaning and greening for Valin Park is also completed for this fall. Development to complete the parks will be scheduled once the appropriate infrastructure and road in the area have been completed.

Parks and Recreation is able to complete park construction once the roads and basic infrastructure such as storm water and sewer are in place and the land "cleaned and greened". The implementation of the basic elements related to development agreements rests with The City of Ottawa's Development Services Department and I understand that you are in communication with that Department relative to infrastructure works and timelines. Parks and Recreation will include in its budget submission to Council a funding request for the final development of parks 18-B / 18-A once the required pre-requisite infrastructure have been proposed by Development Services and approved by City Council.

As the measures outlined in my June 6 correspondence attain the objectives requested in your e-mail of June 19 requesting that the City "advance the preliminary development of park 18-B and Valin Park", I trust this clarifies the actions Parks and Recreation is taking and remove the urgency for a further meeting.

Aaron Burry
Director
Parks and Recreation Branch

The Cardinal Creek Community Association is pleased to be working co-operatively with the City to advance these projects that are of utmost importance to the community.

Look forward to more information as it becomes available.

Valin Park - Meeting Notice

The City of Ottawa will be holding a Public Consultation meeting for residents to provide input to the development of Valin Park:

Date:

Tuesday July 25, 2006

Time:

7PM

Place:

South Fallingbrook Community Center (998 Valin St)

Topic:

Public input on plans for Valin Park

July 6 -

The City of Ottawa and Councillor Monette's office has contacted the Cardinal Creek Community Association with news that there will be a Public Consultation Meeting for input into Valin Park to be built off Valin St in the Oak Ridge Gates / East Village area.

The city has reported the following information in regards to the status of the park:

"In order to commence work on the park, the stock pile of fill currently on-site, will be removed and the anticipated completion date is sometime at the end of July.  As the site must accommodate both a dry pond and park, the next step is the construction of the dry pond that is anticipated to begin in August, which is to be confirmed in the next week or so. The developer is obligated to provide servicing to the site, including the park storm, sanitary, electrical and valve chamber servicing installation. This is to be done during the construction of the dry-pond. The developer also has a "cleaning and greening obligation", this meaning that as part of the subdivision agreement, the developer is required to grade, loam and seed the park. Following the proposed schedule will allow us to take advantage of the early fall seeding window.

The first public consultation meeting is scheduled for July 25th, 2006 at South Fallingbrook Community Centre, 998 Valin St., from 7- 8:30 pm., and will provide residents with a preliminary concept plan for the park. Given the physical constraints of the site, due to the dry pond facility and overland drainage corridor in the remnant tributary of Cardinal Creek, it is advantageous to present the community with a base plan to work from that indicates the location of the dry pond.  The community consultation will provide staff with enough information and community consensus to refine the grading plan for the park plan. Over the winter we will be working with the community to further develop the park plan and prepare for construction in Spring, 2007."

Councillor Monette's office and a number of directors of the Cardinal Creek Community Association are planning to be in attendance, however if you have questions, concerns or wish to provide input to the park plan, please ensure that you also attend and make your voice heard (strength in numbers).  If you are unable to attend and wish to provide input, please contact the CCCA by email and we will represent your interests at this meeting.

Information coming out of that meeting will be posted to the website.  Please check back

We look forward to seeing you there!

A Gas Station in my Backyard?
July 20 -

The City of Ottawa will be holding a community information and comment session to hear comments and concerns with the proposal to develop a gas station on the North-East corner of Trim and Innes.  The following is a quote from that information sheet:

"The site is at 1985 Trim Road, located at the north east corner of the intersection of Innes Road and Trim Road. The application will permit the development of a gas station, car wash and convenience store. The buildings will have a floor area of about 402 square metres.  There will also be the associated 14 parking spaces, a loading area, stacking spaces for the car wash, garbage enclosures, noise wall and landscaping."

Public Meeting:
  Tuesday August 8, 2006 7:30 PM
Room 340, Orleans Client Service Centre, 255 Centrum Blvd

The official notice from the city can be found here:  PGM06-7034-Meeting-Notice-Ultramar-GB-FR18.PDF

Calling all Volunteers!

Did you know that a huge kids playground is being built right in your community!

And the Orleans Kiwanis Club is looking for your help to improve the quality of life for your kids, grandkids, nieces, nephews ... whoever that little special one is in your life.

A number of the CCCA Directors have already volunteered for this worthwhile cause and we post this information here with a call to all CCCA residents to come out an lend a hand to building this great play area.  Please feel free to contact Harley Bloom at the address listed below for more information or to volunteer for the construction weekend.

Here's the email which we received from the Orleans Kiwanis Club:

 Greetings!

The Kiwanis Adventure Playground (KAP) will be constructed at the end of July in the Millennium Park complex.

KAP will be 64,000 sq.ft. in size and contain 3 huge accessible play structure/areas, a sunken ship structure, a peace tower climbing complex with two 30 ft. slides, and a toddler play area with swings, spinning things, bouncy things, etc.

For further details I hope you’ll check out www.orleanskiwanis.com.

The reason I’m writing is two fold, one to inform you that you are going to be the benefactors of the largest and most amazing play park that Ottawa has ever seen (over 10 times larger than anything that currently exists!) and secondly, to raise awareness with your Community Association that this incredible project is going to be community built.  The Kiwanis Club is now actively seeking 100 volunteers (of which we are well on our way to achieving) to help assemble the play-structures during the July 22nd, 23rd weekend.  No special skills are required, just a willingness to help.

This would be an excellent opportunity for the Cardinal Creek C.A. to rally your residents and come together in support of a community project that will be a testament to your group for years to come.  As well, after construction is completed, the Kiwanis Club will be gathering a group of community minded people to form “Friends of KAP” to assist with minor maintenance, safety inspections, informal security, etc.  Your group could be a perfect fit in this role.

I’ve included a few sketches [see links below] of what the park will look like.

Monthly Community meeting - Topic: Petrie Island

Thursday
June 1, 2006 -

Thank you to Al and Jim for presenting at our monthly community meeting and the great slide shows of Petrie Island and it's turtle inhabitants.   For more information on Petrie Island please visit the Friends of Petrie Island website @ www.petrieisland.org

As we heard from the Annual Garage Sale Director, Kyle Templeton, we are geared up and ready to go for the First Annual CCCA Garage Sale to be held Saturday, June 3.  The signs have been up for almost two weeks - thanks to our new sponsors River Pizza and Jonny Canuck's and our original sponsors Gabriel Pizza and M&M Meats.  A 50/50 draw will be held on Sale day in addition to a bidding contest for two $25 gift certificates to Lone Star Texas Grill - thanks to a generous donation from councillor Bob Monette.

Also at the meeting, a petition to have our parks completed by the developers and the city started circulation, and a petition to have our communities converted to be serviced by Ottawa Hydro rather than our current (more expensive) supplier Hydro One.

Minutes of the meeting will be available shortly.
